6.    PERSONS WISHING TO ADDRESS COUNCIL

Citizens are encouraged to participate in City of Lake City meetings. The City of Lake City encourages civility in public discourse and requests that speakers direct their comments to the Chair. Signs or Props are not permitted in the meeting room. Citizens are encouraged to provide comments in writing to the City Clerk before meetings or during meetings for inclusion into the public record. Citizens may also provide input to individual council members via office visits, phone calls, letters and e-mail that will become public record.


7.    APPROVAL OF CONSENT AGENDA

Permit application from Columbia High School to hold the CHS Homecoming Parade on Friday, November 1, 2019, from 1:00 p.m. until 5:00 p.m.  The parade will start at 3:00 p.m.  All supporting documents including certificate of insurance have been provided.


Permit application from VFW Post 2206 to hold the Veterans Day Parade on Monday, November 11, 2019, from 10:00 a.m. until 12:00 p.m. The parade will start at 11:00 a.m.  All supporting documents including certificate of insurance have been provided.    


Lake City-Columbia County Chamber of Commerce requesting approval to a change in the location for the Trunk or Treat event due to Wilson Park not being available.  This event is scheduled for Friday, October 11, 2019, from 5:00 p.m. until 11:00 p.m.

Note:  The permit application for this event was approved by Council during the September 16, 2019 City Council Meeting.

Open Public Hearing

Ordinance No. 2019-2123 (final reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida. The area to be annexed is located in Section 7, Township 3 South, Range 17 East, Columbia County, Florida, off of 441 North and I10. The area to be annexed consists of 172.93 acres, more or less and is owned by D & B Timber and Land Trust.

Open Public Hearing

Ordinance No. 2019-2124 (final reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida. The area to be annexed is located in Section 18, Township 3 South, Range 17 East, Columbia County, Florida, off of 441 North near I10. The area to be annexed consist of 5.00 acres, more or less and is owned by Weyerhaeuser Company.

Ordinance No. 2019-2125 (final reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida. The area to be annexed is located in Section 7, Township 3 South, Range 17 East, Columbia County, Florida, off of 441 North near I10. The area to be annexed consists of 50.00 acres, more or less and is owned by LC Properties, LLC.

9.    NEW BUSINESS  

Discussion and Possible Action On:  Request by Councilmember Jefferson for reimbursement of legal fees and costs related to the George, et al. v. Jefferson, et al. lawsuit.       

City Council Resolution No. 2019-118, if adopted, will authorize the reimbursement of legal fees and costs incurred by Councilman Jefferson.             

ORDINANCES:

Ordinance No. 2019-2126 (first reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida.  The area to be annexed is located in Section 7, Township 3 South, Range 17 East, Columbia County, Florida, off of 441 North and I10. The area to be annexed consists of 2.98 acres, more or less and is owned by the Board of County Commissioners of Columbia County, Florida.

Adopt Ordinance No. 2019-2126 (first reading)

Ordinance No. 2019-2127 (first reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida.  The area to be annexed is located in Section 7, Township 4 South, Range 17 East, Columbia County, Florida, off of 47 South.  The area to be annexed consists of 1.10 acres, more or less and is owned by St. Johns, LLC.

Adopt Ordinance No. 2019-2127 (first reading)

Ordinance No. 2019-2128, (first reading) if adopted, will amend Chapter 70, Article V, “Firefighters’ Retirement”, of the Code of the City of Lake City, Florida, by adopting Section 70-135 to provide for a defined contribution component to the Retirement Plan; providing for severability; providing for conflicts; and providing for an effective date.

Adopt Ordinance No. 2019-2128 (first reading)

Ordinance No. 2019-2129, (first reading) if adopted, will amend Section 66-5 of the City of Lake City Code, by providing an additional exception which allows for firearm discharge while lawfully hunting waterfowl or alligator on Alligator Lake; providing for severability; and providing an effective date.

Ordinance No. 2019-2130, (first reading) if adopted, will amend Section 14-36 of the City of Lake City Code, by adding an exception which allows for firearm discharge while lawfully hunting waterfowl on Alligator Lake; providing for severability; and providing an effective date.

Ordinance No. 2019-2131, (first reading), if adopted will amend and restate Section 22-175 of Division 2, Article VII of Chapter 22 of the City Code relating to minimum standards for basic equipment facilities as created by City Ordinance No. 2007-1112, as amended; providing for adoption of the 2018 International Property Maintenance Code; providing for repeal of all ordinances in conflict with this ordinance; providing for a severability; providing for codification; and providing for an effective date.

RESOLUTIONS:

City Council Resolution No. 2019-110, if adopted, will authorize Task Assignment Number Nine to the continuing contract with Passero Associates, LLC, for professional services related to the engineering design and bid-phase services associated with the replacement of the Runway 5-23 edge lighting system at the Lake City Gateway Airport, at a cost not-to-exceed $52,500.00.

City Council Resolution No. 2019-113, if adopted, will declare certain property owned by the City to be either surplus to its needs and sold at public noticed sale pursuant to and in accordance with the provisions and requirements of Section 2-183 of the Code of the City and authorizes the City to remove such surplus property from the Fixed Assets of the City when sold.

City Council Resolution No. 2019-114, if adopted, will authorize the execution of a Lease Agreement with BellSouth Telecommunications, LLC, for the leasing of a portion of vacant land located at the Lake City Gateway Airport for an initial term of six (6) years for a rental amount of $18,000.00, with options to extend the term.

City Council Resolution No. 2019-116, if adopted, will authorize Task Assignment Number Seven to the continuing contract with Environmental Consulting & Technology, Inc., a Florida Corporation, for the preparation of documentation for an EPA 2020-2021 Brownfield Grant Application and Administration.

City Council Resolution No. 2019-117, if adopted, will authorize the submission of applications by Gollahon Financial Services, Inc., for the refinancing of the City’s Sales Tax Bank Loan, Series 2012; and the City’s Utility System Refunding Revenue Bonds, Series 2010A Bonds; and the City’s Utility System Build America Bonds, Series 2010B.
