City Council Resolution No. 2019-105, if adopted, will adopt a millage rate for the levy of ad valorem taxes for the City of Lake City for Fiscal Year 2019-2020; and provide an effective date.

City Council Resolution No. 2019-106, if adopted, will adopt the Budget for Fiscal Year 2019-2020; and provide an effective date.

7.    PERSONS WISHING TO ADDRESS COUNCIL

Citizens are encouraged to participate in City of Lake City meetings. The City of Lake City encourages civility in public discourse and requests that speakers direct their comments to the Chair. Signs or Props are not permitted in the meeting room. Citizens are encouraged to provide comments in writing to the City Clerk before meetings or during meetings for inclusion into the public record. Citizens may also provide input to individual council members via office visits, phone calls, letters and e-mail that will become public record.

8.    APPROVAL OF CONSENT AGENDA

Permit Application from the Lake City-Columbia County Chamber of Commerce to hold Trunk or Treat on Friday, October 11, 2019, from 5:00 p.m. until 11:00 p.m.  All supporting documents including certificate of insurance have been provided.

10.    NEW BUSINESS  

ORDINANCES:

Ordinance No. 2019-2123 (first reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida. The area to be annexed is located in Section 7, Township 3 South, Range 17 East, Columbia County, Florida, off of 441 North and I10. The area to be annexed consists of 172.93 acres, more or less and is owned by D & B Timber and Land Trust.

Adopt Ordinance No. 2019-2123 (first reading)

Ordinance No. 2019-2124 (first reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida. The area to be annexed is located in Section 18, Township 3 South, Range 17 East, Columbia County, Florida, off of 441 North near I10. The area to be annexed consist of 5.00 acres, more or less and is owned by Weyerhaeuser Company.

Adopt Ordinance No. 2019-2124 (first reading)

Ordinance No. 2019-2125 (first reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida. The area to be annexed is located in Section 7, Township 3 South, Range 17 East, Columbia County, Florida, off of 441 North near I10. The area to be annexed consists of 50.00 acres, more or less and is owned by LC Properties, LLC.

Adopt Ordinance No. 2019-2125 (first reading)

RESOLUTIONS:

City Council Resolution No. 2019-108, if adopted, will authorize the execution of an Agreement with the North Central Florida Regional Planning Council to render assistance with the City’s Comprehensive Plan, Land Development Regulations, Mapping, and General Technical Assistance related to Growth Management and Planning for twelve (12) months beginning October 1, 2019 and for a fixed fee of $23,500.00.

City Council Resolution No. 2019-109, if adopted, will authorize the execution of a Standstill Agreement with the United States of America, through the United States Department of Agriculture-Forest Service, for lease of approximately fourteen (14) acres of land at the Lake City Gateway Airport for an air-base operation from May 1, 2019 through September 30, 2019. The current lease expired on April 30, 2019.

City Council Resolution No. 2019-111, if adopted, will authorize the City by and through its Police Department to enter into a Third Judicial Circuit Mutual Aid Agreement between municipalities and Sheriffs of counties located in the Third Judicial Circuit.

City Council Resolution No. 2019-112, if adopted, will authorize the execution of a Lease Agreement No. 1243ZP19L0502 with the United States of America, through the United States Department of Agriculture-Forest Service, for approximately fourteen (14) acres of land at the Lake City Gateway Airport for an air-base operation.

Note:  The resolution and supporting documents will be available at the meeting.




11.    DEPARTMENTAL ADMINISTRATION         

Consider staff recommendation to write off 615 non-collectible utility accounts totaling $125,576.31 for the period ending September 30, 2017.  This is 0.738 % of the amount billed for that period for utility accounts. (Donna Duncan)

Curt’s Construction, Inc. payment for work completed at Wilson Park for a total of $54,790.64. (Joe Helfenberger)

Note:  Due to a calculation error in the bid, no additional funds are needed to pay for this work.

Consider approval to purchase a canine for approximately $7,500.00 for the Police Department’s K9 Unit from proceeds, in the amount of $5,900.00, from the recent Policeman’s Ball being used toward the purchase price. (Chief Gilmore)
