Open Public Hearing on the Proposed Fire Protection Assessment Rates

Public Comment on the Proposed Fire Protection Assessment Rates for Fiscal Year beginning October 1, 2019.

City Council Resolution No. 2019-103, if adopted, relates to the provision of Fire Protection Services, Facilities and Programs in the City; reimposing Fire Protection Assessments against assessed property located within the City for the Fiscal Year beginning October 1, 2019; approving the Rates of Assessment; approving the Final Assessment Roll; confirming and supplementing the 2019 Preliminary Rate Resolution No. 2019-089; providing for severability; and providing an effective date.




Open Tentative Hearing of the FY2019-2020 Budget

City Council Resolution No. 2019-105, if adopted, will adopt a millage rate for the levy of ad valorem taxes for the City of Lake City for Fiscal Year 2019-2020; and provide an effective date.

City Council Resolution No. 2019-106, if adopted, will adopt the Budget for Fiscal Year 2019-2020; and provide an effective date.

6.    PERSONS WISHING TO ADDRESS COUNCIL

Citizens are encouraged to participate in City of Lake City meetings. The City of Lake City encourages civility in public discourse and requests that speakers direct their comments to the Chair. Signs or Props are not permitted in the meeting room. Citizens are encouraged to provide comments in writing to the City Clerk before meetings or during meetings for inclusion into the public record. Citizens may also provide input to individual council members via office visits, phone calls, letters and e-mail that will become public record.

8.    PRESENTATIONS     

Ms. Vanessa George, Authorized Representative, for Twentyeight Fourteen, LLC., requesting a waiver of impact fees associated with building three (3) new homes in Cypress Landing Subdivision.

9.    OLD BUSINESS

None

10.    NEW BUSINESS  

Request for final plat approval-a replat of Lots 2 and 3 of the Gateway Crossing, as recorded in Plat Book 9, Page 114, of the public records of Columbia County, Florida.  This property is located at 227 NW Centurion Court and is owned by Gateway Crossing Development Partners, LLC. (Dave Young)




RESOLUTIONS:

City Council Resolution No. 2019-096, if adopted, will authorize the execution of an Interlocal Agreement with Columbia County, Florida and the Sheriff of Columbia County for public safety along U. S. Highway 90.

City Council Resolution No. 2019-099, if adopted, will repeal Resolution No. 2019-033 and amend the Schedule of Fees and Policies pertaining to Petitions, Applications or Requests relating to Land Use and Zoning Regulations as authorized by Section 1.7 of the Land Development Regulations, said Land Development Regulations being incorporated in and made a part of Article I, Chapter 74, Section 74-1 of the Code of the City of Lake City, Florida.

City Council Resolution No. 2019-100, if adopted, will authorize the execution of Change Order Number Three to the contract between the City and Slack Construction Inc., related to the construction of Corporate and Bulk Hangars at the Lake City Gateway Airport which will increase the cost of the initial contract by $16,859.40 and extend the completion date by thirty (30) days.

City Council Resolution No. 2019-101, if adopted, will authorize the execution of an Agreement with SHI International Corporation, for the purchase of software to improve the security of the City’s Network Information Systems with the addition of Two-Factor Authentication for a payment amount not-to exceed $17,840.69.

City Council Resolution No. 2019-102, if adopted, will re-appoint Clarence Cannon as the City Council Appointed Member of the Board of Trustees of the Lake City Municipal Police Officers Retirement Trust Fund.

City Council Resolution No. 2019-104, if adopted, will grant an access easement over lands of the City near Wilson Park to Florida Power & Light.

James “Jay” Swisher, Jr. who served as a member on the Planning and Zoning Board, Board of Adjustment and the Historic Board has recently resigned and a replacement is needed. (Mayor Witt)

Reminder of the vacancy for a Council Appointed Member to serve on the Fire Pension Board to replace Russell Plummer who resigned. (Mayor Witt)
