Approval to transfer funds in the amount of $126,000.00 from Sprayfield Account No. 410.76.536.060.63 to Wastewater Account No. 410.74.536.060.64 for Return Activated Sludge Pump upgrades at the Saint Margarets WWTF.  
Permit application from the Lake City-Columbia County Chamber of Commerce to hold the Gateway City Craft Beer & Wine Festival on Saturday, May 11, 2019, from 1:00 p.m. until 6:00 p.m. in the vicinity of Lake DeSoto.  All supporting documents including the certificate of insurance have been provided.
Approval for the Lake City Police Department to apply for the Edward Byrne Memorial Justice Assistance Grant FY2017 in the amount of $48,827.00 to purchase necessary equipment to outfit a Special Response Team (SRT) within the department.
Approval to award Bid No. ITB-011-2019 HAVAC Repair & Preventative Maintenance Annual Contract to Cortez Heating & Air, Inc., the most responsive responsible bidder.

City Council Resolution No. 2019-038, if adopted will authorize the Mayor, or the City Manager, to make application to the Florida Department of Economic Opportunity for approval of a Lake City Community Development Block Grant (CDBG) Economic Development Application; and providing an effective date.

RESOLUTIONS:

City Council Resolution No. 2019-028, if adopted, will authorize the Lake City Police Department to enter into a Memorandum of Understanding with the Early Learning Coalition and From Cradle to College Foundation, Inc., which operates and maintains the program known as Preschool Emergency Response Learning System.

City Council Resolution No. 2019-031, if adopted, will authorize the City to enter into the Second Amendment to the Agreement between the City and Florida Fill and Grading, Inc., for the construction of a pedestrian mall-plaza along NE Veterans Street, extending the completion date by ninety (90) days.

City Council Resolution No. 2019-032, if adopted, will authorize the Lake City Police Department to enter into a Memorandum of Understanding with Learning for Life, a Foreign Corporation, which operates and maintains the program known as Exploring Youth Protection Training.

City Council Resolution No. 2019-033, if adopted, will repeal Resolution No. 2015-061 and amend the Schedule of Fees and Policies pertaining to Petitions, Applications or Requests relating to Land Use and Zoning Regulations as authorized by Section 1.7 of the Land Development Regulations for the City of Lake City, Florida, said Land Development Regulations being incorporated in and made a part of Article I, Chapter 74, Section 74-1 of the Code of the City of Lake City.

City Council Resolution No. 2019-034, if adopted, will authorize the City to acquire and accept a public utility easement from the School Board of Columbia County, Florida, to extend a six inch (6”) water main for the purpose of installing new fire hydrants on Parcel Identification Number 13535-000.      

City Council Resolution No. 2019-035, if adopted, will authorize the City to enter into Change Order Number One to the contract between the City and Green Maintenance & Cleaning, Inc., related to the cleaning and painting of two airport fuel tanks which will increase the cost of the initial contract by $6,385.00 and extend the completion date by fifteen (15) days.

City Council Resolution No. 2019-037, if adopted, will authorize the City to acquire and accept a public utility easement from King and Deborah Aikens, to extend a ten foot (10’) easement for the purpose of diverting water from the Cypress Landing Subdivision.
